The victim, whose name was not included in the release, was hospitalized with non-life-threatening injuries, and the other man was arrested. James Blackburn, 35, 1110 High St., was charged with aggravated assault.
About 2:15 a.m., police were called to West Market and North Center streets, where a witness reported that two men had been fighting when one was pushed down the cliff. Police found that man near railroad tracks and estimated he had fallen 20 feet.
Emergency Medical Services took him to Johnson City Medical Center.
Blackburn was to be held in the Washington County Detention Center under $3,000 bond awaiting a Sessions Court appearance set for Friday.
In May 2018, Blackburn also was charged with aggravated assault. Police at the time said he stabbed a minor during a fight over the boy’s girlfriend in south Johnson City.
In September 2010, he was charged with aggravated assault and resisting arrest. A woman told police he held her by her hair, held a sharp object to her throat and threatened to kill her.
