ELIZABETHTON — A Hampton man was arrested Monday by the Carter County Sheriff’s Department on charges he cut a woman with a knife during an argument.

Jerry Lynn Ramsey, 20, turned himself in at the Carter County Detention Center at 10:30 p.m. Tuesday, after he learned there was an arrest warrant charging him with aggravated assault.

The charge stems from an alleged domestic disturbance inside a vehicle about 1:25 p.m. Monday. Deputies responded to the incident on U.S. Highway 19E and spoke with a woman who said Ramsey cut her with a knife, grabbed her throat and hit her head against the vehicle window during a fight.

Deputies said Ramsey and the vehicle were gone when they arrived. Based on evidence and statements at the scene, an arrest warrant for Ramsey was issued.
