UPDATE: Judge increases bond of man accused of raping 4-year-old

A man charged with rape of a child and other related crimes hung his head as a Washington County General Sessions judge read the charges in a Jonesborough courtroom Friday.

Ryan Austin Hawkes, 21, who has no address in the area, was arrested this week after a Johnson City police investigator said the man admitted having sexual contact with a 4-year-old girl.

Hawkes had been held since Thursday on a $25,000 bond, but during the arraignment Friday, Sessions Judge Robert Lincoln increased it to $200,000.

According to the court affidavit, Hawkes was a houseguest of the girl’s mother and her boyfriend and had been trusted to watch the child at times over the past month.

On June 30, a woman told police she suspected that Hawkes had sexually assaulted her daughter. Hawkes had been staying with the mother and her boyfriend since returning to Tennessee from Colorado just over a month ago, Investigator Corey Shoun wrote in the court record.

The woman told police the 4-year-old had displayed troublesome signs of inappropriate sexual contact. The mother said she had confronted Hawkes and he admitted having kissed the girl.

On Thursday, Hawkes accompanied the mother to Johnson City Police Department headquarters to confess to the kiss. As police interviewed Hawkes, he admitted to having had sexual contact with the 4-year-old on multiple occasions, Shoun reported.

Hawkes told police he had tried to sexually penetrate the girl and successfully orally penetrated her less than a week ago. Hawkes also stated that he had fondled the child on at least three other occasions, according to the court record.

Lincoln appointed the public defender’s office to represent Hawkes and set a preliminary hearing for July 12.

Shoun wrote that the offenses occurred while Hawkes was entrusted to care for the girl.

Hawkes was arrested Thursday and held in the Washington County Detention Center on $25,000 bond. A Sessions Court appearance was set for Friday morning.
