Accused Bluff City killer claims he 'blacked out' during attack

BLOUNTVILLE — A Bluff City man accused of bludgeoning his roommate to death with a rock, garden hoe and sink pedestal this past summer has been indicted, with court documents saying he was angry over the victim providing meth to a woman.

On Tuesday, a Sullivan County grand jury confirmed charges of first-degree murder and tampering with evidence against Jeffery Phillips, 34. He was originally arrested on Aug. 5.

At about 10 p.m. that night, the Sullivan County Sheriff's Office received a complaint about a prowler in the 4500 block of the Bluff City Highway. Upon arrival, they found Timothy France, 28, dead in a wooded area behind a mobile home that he shared with Phillips.

According to an affidavit filed in general sessions court, France appeared to have suffered blunt force trauma, along with a stab wound to the back. While police were investigating, Phillips allegedly exited their trailer wearing only a bath towel.
